Julian is a Fellow of the Risk Management Institution of Australasia (RMIA), holds a Master of Risk Management, and is a Certified Protection Professional (CPP) with over 20 years international risk management experience. Julian is the Risk Management Practice Leader with Jakeman Business Solutions (JBS), a member of the Citadel Group of companies. He is also Chairman of the International Chapter of the Security Analysis and Risk Management Association (SARMA) and lead author of the Security Risk Management Body of Knowledge (SRMBOK).

Julian has over 20 years international risk management experience including risk profiling for the legal profession, health risk assessments, security risk management plans and enterprise risk assessments for a wide variety of Government, private sector and community organizations.

His experience includes roles as:
  • Senior Risk Adviser for the Commonwealth Department of Health & Ageing
  • Head of Risk & Security for Malaysian Smelting Corporations mining, smelting and shipping operations in Indonesia
  • Chairman of the International Chapter of the Security Analysis and Risk Management Association (SARMA)
  • Security Manager for the Australian Governments most extensive overseas network (the Australian Trade Commission) with 120 offices in 60 countries
  • Manager of Security and emergency first aid for Australia’s largest natural resources project – Woodside’s $20 billion North West Shelf Venture
  • Director of the Risk Management Institution of Australasia
  • Director of the Australian Institute of Professional Intelligence Officers
  • Chairman of the Citadel Group of Companies
  • Assistant Regional Vice President with ASIS International (the world’s largest association for security professionals with 35,000 members)
Some of Julian’s recent projects include:
  • Enterprise Risk Assessment, Five Year Security Plan and performance scorecard for the Australian Defence Organisation
  • Development of a legislative compliance risk profiling framework for the Legal Services Commissioner of the state of New South Wales
  • Strategic Risk Review for the Department of Finance
  • Health risk assessment for complementary medicines submission to the Therapeutic Goods Administration
  • Operational Risk Assessment of geological explorations in Africa

Julian’s background includes volunteer service in ambulance, fire and emergency response roles as well as Defence Force experience as a patrol commander, water operator (coxswain), medic, visual tracker, unarmed combat exponent and surveillance operative. An accomplished speaker, Julian presents regularly on security and risk management issues at international conferences.
